I missed that one screenshot. I would save all of your settings and configurations. Then uninstall Toad and reinstall it.
Also you may want to try and upgrade your DB2 Client. It looks like it is the GA level of DB2 V10.1. The latest Fix Pack is Fix Pack 5. I would try going to that level.

If all of this still does not fix the issue then I would open a ticket up with Dell.
